Selling and leaking secrets is a thriving global business, but it is also accompanied by a covert industry of setting traps, operating honey traps, running counterspy operations, leaking disinformation and implanting tracking and malware code.
Among others lesser known natsec secrets chicanery enterprises -- the best hidden well above top secret codeword -- is the Special Collections operation run by CIA and NSA from a home base near Beltsville, Maryland. It handily adjoins the State Department's global communication office. Google maps shows the two, if interested.

Anyone cleared for access to highest classified information is thoroughly vetted, indoctrinated, successively reprocessed, and observed meticulously by means well beyond their comprehension.
They are also required to spy on each other or pay a heavy price for failing to do so. One of those prices is to take part in deception and entrapment operations, which this hilariously inept bumbling twosome seems to have been enlisted willingly or unwillingly.
Every so often these escapades are disclosed by open prosecution or by orchestrated leaks to excite the public and to warn insiders of what to expect.
Submarine propulsion secrets are up there on the oh-my-god calendar with nuclear, biological and chemical weapons, continuity of government and first-strike strategy. Somehow, though, godawful events like 9/11, take over the best laid defenses, and obesity of overfed brains stops the blob joggers.
