Most cyber-security breaches are performed by insiders with access to security tools. Prevention of outside attacks does not do a good job of protection although often blamed to hide insufficient inside controls.
This follows the model of national security and religion where blameworthy targets are ritually accused to conceal lack of effectiveness in managing those who discover the institutions are not so great as advertized in recruiting and budgeting campaigns.
Whistleblowers, leakers and hackers are bred by corruption and malfeasance, with allowance for the role of bribery, vengeance, frustration, disappointment, internal competition. Been going on since top-down institutions were originated.
Amusing that MFA stands for Master of Fine Arts to artists as it does for multi-factor authentication to security con artists (2FA is never enough!).
Most notorious, okay famous, whistleblowers were insiders as the very term conveys, not the outsiders so often bruited. Hardly ever are the topmost leaders found to be at fault, in war and peace.
Paralegals, grunts, new hires, retirees, IT admins of the Law Department and DCAS should prepare to be accused by their CYA bosses. And those top dogs should be prepared to be whacked by their extra-CYA chieftains. If that does not solve the cybersec-pandemic, finger the foreigners working in cahoots with the other unscrupulous partisans.
